A Status Report on Bhagana by AFDR, PUDR and WSS

A joint team comprising Association for Democratic Rights (AFDR) from Punjab, People’s Union for Democratic Rights (PUDR) and Women against Sexual Violence and Statebhagana report cover Repression (WSS) from Delhi visited Bhagana village of Hisar district on May 13, 2014. The main purpose of this visit was to meet the villagers after the gruesome gang rape incident of the four Dalit girls earlier on March 23 by five men of the Jat community and to understand its links with the ongoing struggle that the Dalit community has been waging since May 2012 for access to common land. WSS Condemns the Sexual Assault of Four Dalit Girls from Village Bhagana, District Hisar, Haryana

New Delhi, APRIL 24, 2014

In the continuing backlash against Dalit assertion, four young girls of Dalit families (two of whom are minor) from Bhagana village (Hisar district, Haryana) were abducted on 23rd March 2014 and gangraped by 5 Jat boys (3 from Bhagana and 2 from outside of whom one was from Bhiwani). All four girls were then abandoned in the Bhatinda railway station on 23rd March itself. The sarpanch along with the girls’ fathers and brothers reached Bhatinda to bring them back. They were threatened by the head of the village sarpanch who is also the cousin of one of the accused to remain quiet, otherwise they along with their families would suffer dire consequences, even murder.

Rape and Murder of a Dalit Girl in Jind, Haryana

cover_dalit_girl_jindOn 24th August 2013, a 20 year old Dalit girl was brutally raped and murdered in Jind, Haryana, while she was on her way to write an examination. Her body was found near a canal the next day by the police. There were cigarette burn marks on her body and significant indications of sexual violence.

The gross negligence of the Haryana police and administration in following established investigative procedure was apparent when even after four days the culprits were not identified or arrested, and there was no progress on the investigation beyond sending it for post mortem. Further, coverage from national media and other national activists was also not forthcoming.

The All India Dalit Mahila Adhikar Manch (AIDMAM) put together a fact finding committee of activists, journalists and groups including WSS to visit the area and ascertain the facts of the case. From their preliminary investigation, the fact finding team strongly felt that this is a case of possible rape and murder that deserves to be rigorously investigated.

Gang Rape of a Dalit Girl by the Dominant Caste Youth in Dabra Village, Hisar District, Haryana

That the Hindus most often succeed in pulling down Untouchables is largely due to many causes. The Hindu has the Police and the Magistracy on his side. In a quarrel between the Untouchables and the Hindus the Untouchables will never get protection from the Police or justice from the Magistrate. The Police and the Magistracy are Hindus, and they love their class more than their duty. On 1st October 2012, National Campaign on Dalit Human Rights (NCDHR) facilitated a fact-finding visit to Dabra Village of Hisar District in Haryana where a Dalit man committed suicide after his minor girl was gang raped by the dominant caste youths.
